An Emerging Social Innovation Initiative

The Agency Lab

From lived experience to collective power.

What if the people living inside our systems had greater power to redesign them?

The Agency Lab explores how communities can recognize their collective intelligence, exercise meaningful agency, and create new possibilities for education, resources, and shared decision-making.

Founded by Rebecca Sutter · Research and pilot development

What do you already know needs to change?

Communities are frequently asked what they need, yet the people most affected by institutional decisions often have limited influence over how those decisions are made.

The Agency Lab begins with a different premise: people already hold valuable knowledge about the conditions shaping their lives.

The question is not simply how to help people feel empowered. It is how to create meaningful opportunities for them to exercise power together.

“What do you already know needs to change?”

“What has prevented you from changing it?”

Creating the Conditions for Collective Agency

The Agency Lab is a developing participatory model that brings together lived experience, relational intelligence, access to resources, and meaningful decision-making authority.

Rather than arriving with predetermined solutions, the process begins with community members identifying challenges that matter to them.

Together, participants investigate the assumptions, relationships, resource constraints, and institutional structures surrounding those challenges.

They then develop, test, and evaluate possible changes.

The framework itself remains open to revision through collaboration.

Perception

Recognizing how experience, assumptions, and inherited narratives shape what we believe is possible.

Relationship

Developing the ability to listen, disagree, cooperate, and work across differences.

Participation

Creating opportunities for people to contribute knowledge and exercise meaningful influence over shared decisions.

Redesign

Translating collective intelligence into changes in resources, practices, institutions, and community life.

These are interconnected capacities, not a rigid sequence. Each can reshape the others.

From Inquiry to Experiment

The Agency Lab is initially exploring education and access to resources as potential areas for community-led experimentation.

A future pilot would invite community members to identify a shared problem, investigate the conditions sustaining it, collaboratively design a response, and evaluate what actually changes.

The aim is to test whether integrating perceptual literacy, relational intelligence, shared resources, and genuine decision-making opportunities can strengthen collective agency.

Success would not be measured only by participants’ reported sense of empowerment, but also by evidence of meaningful influence and practical change.

The Thinking Behind the Work

The Agency Lab grows from Rebecca Sutter’s ongoing research into human development, embodied perception, relational intelligence, and participation.

Her Regenerative Developmental Theory investigates the conditions that support human beings in developing capacities for perception, relationship, agency, and contribution without losing contact with their own experience.

The Agency Lab extends this inquiry from individual development into collective life.

The framework offers an initial architecture, not a conclusion that participants are expected to accept.

Help Shape What Becomes Possible

The Agency Lab is in its early development stage.

I am interested in connecting with community members, educators, researchers, organizers, and potential collaborators who want to explore new approaches to participation and community-led change.

You do not need academic credentials or specialized language to contribute.

The starting point is your experience, your questions, and your willingness to participate.

We do not begin by asking communities what they lack. We begin by asking what they already know, what they want to change, and what conditions would make collective action possible.
